Sprites don't take that long to make. As an experienced spriter, I rarely spend more than 2 hours on this sized sprite. Most of the beta stuff here looks like it took somewhere between 5-30 min to make, and I bet they did implement them relatively early in development to get a feel for how they looked together, test stats and gym battles, etc.
